		<description>State and Federal used to have a bright idea program where you could get paid for your ideas that saved them money.  Never got paid.  Most people well know that to keep their miserable job is most important - even when lives are at stake.  I got bullied and destroyed on one job where I was ethically challenged and refused to sacrifice people&#039;s lives to the bureaucracy - after I left there was a very high profile lawsuit - but it was brought by the relatives of a victim - not from within the system.  Whistleblowers often can&#039;t find new jobs.  So we are drowning in our own bureaucracy - just like the old country.  Amazing how quickly that happens.</description>

2.  Tax dollars are wasted- with inept employees doing poor work, and on staff and investigative contractors repeatedly investigating the same poor worker bullies as completely independent incidents (patterns CANNOT be established, else the accusation of retaliation).
3.  The bully site covers the impact on health and productivity of the victims.</description>
