For some reason, Vermont lawmakers sponsoring a paid sick leave bill appropriated our the WBI bill name – Healthy Workplace Bill – in 2015. We support paid sick leave, but care most about ending health-harming abuse in the workplace.
Now comes Vermont Senate bill S 143 –An act relating to protecting employees from abuse at work. WBI thanks sponsor Sen. Anthony Pollina. Tenacious Vermont State Coordinator, Sherrill Gilbert, has worked for several sessions to have the HWB not only introduced but heard in committee. Despite the formation of a task force in past years, the historically progressive state has failed to take definitive action against this scourge.
The bill has been referred to a Senate committee on which a former sponsor sits. We await scheduling of a public hearing at which Vermonters can testify about the need for a state law.
In 2015, VT S 143 is the 9th bill to be introduced across the states. Vermont joins Texas, New York, Massachusetts and Minnesota with complete versions (with employer liability) of the Healthy Workplace Bill.

Since 2007, the healthy workplace bill has remained on the committee’s wall. Each new biennium this bill has been re-introduced. In January, Sen. Anthony Pollina has once again sponsored the bill. In the midst of budget issues, the talk of cutting jobs and programs only furthers the need to pass this bill. The bill would not require the state to fund this bill. It will increase productivity; it will mean employees would thrive in a safe and healthy environment; it will mean fewer sick calls and a decrease in errors. Perhaps even more important would be improvements to the morale and loyalty of staff.
For the state this would translate into more tax revenues to help lessen Vermont’s money woes. I am sure many of you are asking how this could be.
Bullying has been estimated to cost the United States $300 billion that is passed on to goods and services, including health care. Bullies are extremely costly as well as a threat to the targets, families, community and health of the economy.

Ban on workplace bullying stalled at Vermont Statehouse
Advocacy group asks lawmakers to hold public hearing
by Stewart Ledbetter, WPTZ, NBC-TV, Montpelier, VT, Feb. 28, 2014
Sherill Gilbert says she walks the Statehouse hallways as often as she can, trying to persuade members of the Legislature to take up her cause.
She’s determined, even after five years without much success.
“I’d love to see Vermont become first state with law against workplace bullying,” Gilbert said Thursday. “I’ve heard from people from all 14 Vermont counties. Somebody needs to do something. It’s the only legalized abuse in the United States.”
